Shane Gusman—Managing Principal
Shane Gusman is a partner at Broad & Gusman LLP specializing in governmental and regulatory advocacy. He has represented a wide variety of interests at the Legislature and numerous state agencies. He has served on the board of directors of several nonprofits and is the Insurance Commissioner’s appointee on the Board of Governors of the California Insurance Guarantee Association. Prior to becoming a lobbyist, Mr. Gusman worked as an associate at a business litigation firm where he represented clients in both federal and state court. He is a graduate of the University of California, Davis School of Law.
Matt Broad—Legislative Advocate
Matt Broad is a Legislative Advocate with Broad & Gusman. After graduating from University of California, Santa Barbara in 2015 with High Honors, Matt spent two years working as a law clerk at Altshuler Berzon LLP, before joining Broad & Gusman in 2017. Since joining the firm, Matt has worked extensively on moving legislation through the political process, political strategy, and budget advocacy. In 2020, he worked as legislative representative for the State Building and Construction Trades Council of California before rejoining the firm in 2021. He is a graduate of University of the Pacific, McGeorge School of Law, where he earned his J.D. with a concentration in Capital Lawyering.
Melissa Mayorga—Office Administrator
Melissa is our client relations specialist. She has been with the firm since its inception and serves as point person for the firm and client regulatory reporting and other compliance requirements. She is also the liaison between the lobbyists, legislative members, staff, and client personnel. She is a graduate of the University of California, Davis.
